Winner of Semi-Final:

Serbia-Montenegro

Thursday, 12 May 2004 / Istanbul, Turkey / Abdi Ipekci Hall / 22 countries

Due to the fact that 36 countries were competing, a semi final round was introduced, selecting 10 winners to proceed to the final on May 15th.
The result of the voting was kept secret until Monday 16 May, only the 10 winners were announced in random order and added to the Saturday draw.
All 36 countries would have been eligible to vote, but France, Poland and Russia did not broadcast the show live and were therefore excluded from voting.
